Vivienda de interés social y reestructuración urbana para el Barrio San Francisco de Miravalle

Abstract

En Quito se ha dado una expansión sin control en las afueras de la ciudad causado por un mayor crecimiento poblacional. Esta situación ha dejado sin lugares donde habitar a muchas personas. Los planes de vivienda resultan insuficientes para tal cantidad y resulta épico y nada realista satisfacer la demanda actual. Esto ha provocado que se den asentamientos improvisados que terminan habitualmente siendo ilegales en las periferias ocasionando marginación de estas familias del centro urbano. La ciudad es un foco de oportunidades, de beneficios, lo que atrae a personas, generalmente jóvenes que desean mejorar sus circunstancias, pero una vez aquí estas posibilidades se vuelven inalcanzables o son negadas. Estos deseos insatisfechos crean necesidades, frustraciones y desarraigo con respecto a la ciudad. Así las invasiones se desatan como un proceso caótico, desordenado y violento. Este círculo desembocará en la demanda de vivienda que el gobierno no podrá satisfacer. Con el deseo de contribuir a mejorar esta realidad, se empezó con el estudio de un primer caso, dado en Quito, en este ejercicio académico se ha propuesto Vivienda de Interés social y Reestructuración urbana para el barrio San Francisco de Miravalle.

There has been an uncontrolled expansion outside the city of Quito caused by a great population growth. This issue has left many people without places to settle. Housing plans end up being insufficient for such quantity and it is epic and not even realistic satisfying the current demand. This situation has provoked improvised settlements that are frequently illegal in the peripheries causing the marginalization of these families from the urban center. The city is a focal point of opportunities and benefits that attract people, especially youngsters who wish to improve their circumstances, but once they arrive, those desires become unreachable or denied. Those unsatisfied wishes originate needs, frustrations and uproot from the city. Thus the invasions break out as a chaotic, disorganized and violent process. This circle will lead in a housing demand that the government will not be able to satisfy. With the intention to contribute to the improvement of this reality, the study of a first case has started in Quito, in this academic exercise the proposal is Social Focus Housing and Urban Restructuration for the San Francisco de Miravalle Neighborhood.
