Abstract: Latin America and the Caribbean are in accelerated urbanization processes where the consumption of resources is directly proportional to the generation of waste. Recycling is an alternative that contributes to the reduction of solid waste, fulfilling ecological goals such as the conservation of environmental resources. The people who carry out this activity are known as grassroots recyclers, being one of the most vulnerable sectors due to their employment and economic condition. That is why in this paper it is proposed to evaluate the inclusive recycling policy, as well as the participation of grassroots recyclers in the integral management of solid waste in the Rumiñahui Canton. The methodology used is qualitative: the current situation of inclusive recycling is determined around the advancesin regulations, organization and projects; then by means of interviews with the actors, the policy is evaluated establishing strengths, opportunities, weaknesses and threats; Situation subsequently raises actions that improve the current one. The results highlight the helplessness, abandonment and little collaborative link between the Municipal Government and the Rumiñahui Public Company Toilet EPM towards the grassroots recyclers. Therefore, it is concluded that the current projects and regulations in the Rumiñahui Canton exclude the participation of grassroots recyclers in the Integral Management of Solid Waste, which becomes a threat that threatens the existence of the activity.
Description: América Latina y el Caribe se encuentran en procesos acelerados de urbanización donde el consumo de recursos es directamente proporcional a la generación de residuos. El reciclaje es una alternativa que contribuye a la reducción de residuos sólidos, dando cumplimiento a metas ecológicas como la conservación de los recursos ambientales. Las personas que realizan esta actividad son conocidas como recicladores de base, siendo uno de los sectores más vulnerables por su condición laboral y económica. Es por ello que en el presente trabajo se plantea evaluar la política de reciclaje inclusivo, así como la participación de los recicladores de base en la gestión integral de los residuos sólidos en el Cantón Rumiñahui. La metodología empleada es de tipo cualitativo:se determina la situación actual del reciclaje inclusivo en torno a los avances en normativa, organización y proyectos;seguidamente por medio de entrevistas a los actoresse evalúa la política estableciendo fortalezas, oportunidades, debilidades y amenazas; posteriormente se plantea acciones que mejoren la situación actual. En los resultados se destaca el desamparo, abandono y escasa vinculación colaborativa del Gobierno Municipal y la Empresa Pública Rumiñahui Aseo EPM hacia los recicladores de base. Por lo tanto, se concluye que los proyectos y normativa actual en el Cantón Rumiñahui excluye la participación de los recicladores de base en la Gestión Integral de los Residuos Sólidos, misma que se convierte en amenaza que atenta con la existencia de la actividad.
