Evaluación de la política de reciclaje inclusivo y participación de los recicladores de base en el marco de la Gestión Integral de Residuos Sólidos (GIRS) en el Cantón Rumiñahui, Provincia de Pichincha

Abstract

Latin America and the Caribbean are in accelerated urbanization processes where the consumption of resources is directly proportional to the generation of waste. Recycling is an alternative that contributes to the reduction of solid waste, fulfilling ecological goals such as the conservation of environmental resources. The people who carry out this activity are known as grassroots recyclers, being one of the most vulnerable sectors due to their employment and economic condition. That is why in this paper it is proposed to evaluate the inclusive recycling policy, as well as the participation of grassroots recyclers in the integral management of solid waste in the Rumiñahui Canton. The methodology used is qualitative: the current situation of inclusive recycling is determined around the advancesin regulations, organization and projects; then by means of interviews with the actors, the policy is evaluated establishing strengths, opportunities, weaknesses and threats; Situation subsequently raises actions that improve the current one. The results highlight the helplessness, abandonment and little collaborative link between the Municipal Government and the Rumiñahui Public Company Toilet EPM towards the grassroots recyclers. Therefore, it is concluded that the current projects and regulations in the Rumiñahui Canton exclude the participation of grassroots recyclers in the Integral Management of Solid Waste, which becomes a threat that threatens the existence of the activity.
