Resumen : Quito ha tenido cambios urbanos importantes en los últimos años. Su crecimiento urbano se ha acelerado de manera significativa a partir de la década de los setenta. Las tendencias urbano-históricas y los fenómenos de desplazamientos generados por el aumento de población, cambio de usos de suelo, entre otros, han hecho que las personas se dispersen aceleradamente sobre los valles orientales, de modo que al tradicional crecimiento longitudinal norte-sur se ha sumado la expansión oriental, con lo cual a la segregación norte-sur se añaden segregaciones centro-periferia. Por el norte, Quito avanza en dos direcciones: por el norte va hacia Pomasqui, San Antonio y Calderón. Por el sur, la ciudad se extiende hacia el cantón Mejía; y hacia el oriente, Quito avanza en los valles de Tumbaco y Los Chillos. IMAGEN 1: EXPANSIÓN TERRITORIAL DE LA CIUDAD DE QUITO. FUENTE: http://www.fao.org/docrep/w7445s/w7445s03.htm De manera que la configuración espacial de los centros urbanos se transforma drásticamente y con ellos la demanda por el requerimiento de los servicios básicos de infraestructura. Una de las transformaciones más significativas está dentro del ámbito territorial, “todos los días aparecen nuevas áreas de atracción y la ciudad policéntrica- especialmente, las más dinámicas parecen reemplazar al modelo mono-céntrico, reuniendo sub-centros que son capaces de desarrollar actividades específicas.” (Mignot, Aguilera y Bloy, 2004:1). Considerando el crecimiento urbano en los valles, y enfocándonos específicamente en el Valle de Los Chillos, resulta evidente la importancia que este ha ido cobrando a nivel económico y social en la ciudad de Quito como resultado del desplazamiento de sus pobladores. Esto ocasiona que cada vez sea más necesaria la construcción de nuevos proyectos arquitectónicos que permitan satisfacer las necesidades de su población y considerando que dentro del Plan de gobierno de la Alcaldía de Augusto Barrera en el 2009 se planteó la desconcentración de equipamientos urbanos, el presente proyecto de fin de carrera pretende proponer un equipamiento arquitectónico que sea foco difusor de las expresiones artísticas-culturales para los habitantes de una determinada parroquia del Valle de Los Chillos, con el cual sea posible contribuir al impulso cultural de la población mediante la proyección de un Centro de Desarrollo Comunitario
Quito has had important urban changes in recent years. Its urban growth has accelerated significantly since the seventies. The urban-historical tendencies and the phenomena of displacement generated by the increase of population, change of land uses, among others, have caused people to spread rapidly over the eastern valleys, so that the traditional longitudinal north-south growth it has added the eastern expansion, with which segregation center-periphery are added to the north-south segregation. Considering the urban growth in the valleys, and focusing specifically on the Valley of Los Chillos, it is evident the importance that this has been charging at economic and social level in the city of Quito as a result of the displacement of its inhabitants. This means that it is increasingly necessary to build new architectural projects that meet the needs of its population and considering that within the Government Plan of the Mayor of Augusto Barrera in 2009 the deconcentration of urban facilities was proposed, this project The aim of this course is to propose an architectural equipment that diffuses the artistic-cultural expressions for the inhabitants of a certain parish of the Valley of Los Chillos, with which it is possible to contribute to the cultural impulse of the population through the projection of a Center of Community Development
