Abstract: Quito es una urbe en constante crecimiento y expansión, fruto de esto son las grandes áreas en construcción que se ven a diario dentro de la ciudad. El área plenamente urbana de la ciudad se consolidó en un principio, en el actual centro de Quito y se ha ido expandiendo a lo largo y ancho, de norte a sur y al este en los valles. La urbe ha logrado esta expansión con poca planificación sectorial y ordenanzas de acuerdo al crecimiento y desarrollo de la misma, mostrando hoy en día muchos problemas, como el desorden en cuanto a la ocupación de lotes y espacios de vivienda, la falta de equipamientos que satisfagan las necesidades del barrio, así como la alta densidad poblacional en muchos sectores, la falta de espacios de esparcimiento y ocio, además de espacios y centros culturales donde la gente pueda relacionarse y aprender. Como consecuencia de la falta de organización de la ciudad en cuanto a su crecimiento, Quito se ha desarrollado en altura y extensión pero también ha dejado vacios urbanos, terrenos sin construcción y espacios mal utilizados en los que se podrían dar nuevos desarrollos a nivel barrial, sectorial o metropolitano, con el fin de ayudar en el desarrollo de la ciudad y en la creación de un vínculo con la gente mediante actividades que se generen en estos espacios informales. Los vacíos urbanos son evidencia de la falta de planificación de la ciudad a futuro, pero también son signos del acelerado proceso de consolidación de la ciudad que, a la vez que se formó la urbe, no se la ordenó conforme a las necesidades de los diferentes sectores sociales. De acuerdo a un análisis sobre la ocupación del suelo quiteño, se encontró que dentro del área definida como urbana existen 86.448 predios sin construcciones, esto equivale a 7.932 hectáreas, que corresponden al 21% total del espacio urbano. De este 21% de terreno sin ocupación o función para la ciudad, el 48% se encuentra en el área central de la ciudad1. Debido a la expansión de la ciudad, se han agregado nuevos nodos al entramado urbano, nuevas conexiones viales y circuitos que atraviesan la ciudad, nuevos hitos de referencia para actuales sectores y puntos de desarrollo metropolitanos, pero que no están conectados entre sí, no tienen organización y están despegados de las funciones de la ciudad. Para estas áreas vacías de la ciudad se plantean mejores usos, nuevos desarrollos que generen vida en los entornos inmediatos, se promueve el redesarrollo sectorial y de espacios específicos para el beneficio del ciudadano así como también la renovación de otros espacios que en un porcentaje sirven pero que necesitan ser focalizados para dar un mejor servicio.

The urban gaps are evidence of the city's lack of planning for the future, but they are also signs of the accelerated process of consolidation of the city, which, at the same time as the city, it was not ordered according to the needs of the different social sectors. According to an analysis of the occupation of the soil in Quito, it was found that within the area defined as urban there are 86,448 properties without constructions, this amounts to 7,932 hectares, which correspond to 21% of the total urban space. Of this 21% of land without occupation or function for the city, 48% is located in the central area of ​​the city1. Due to the expansion of the city, new nodes have been added to the urban fabric, new road connections and circuits that cross the city, new milestones of reference for current sectors and metropolitan development points, but which are not connected to each other, they do not have organization and are detached from the functions of the city. For these empty areas of the city better uses are proposed, new developments that generate life in the immediate surroundings, sectoral redevelopment and specific spaces are promoted for the benefit of the citizen as well as the renovation of other spaces that serve a certain percentage but They need to be focused to give a better service.
