Abstract: Los tratados comerciales, bajo los principios de igualdad con que son concebidos, a menudo se entienden como medidas de complementación a través del intercambio de bienes y servicios, entre naciones que se benefician mutuamente; sin embargo, generalmente se desconoce su estructura y trasfondo, que yacen sobre todo en los intereses políticos de los países que los suscriben, así como su contribución al sostenimiento de la economía de los países menos desarrollados, que adquieren cierto grado de dependencia. En la economía ecuatoriana, particularmente, el sector florícola es el primer sector exportador no tradicional, y las rosas tienen su principal mercado en Estados Unidos; ante este marco de entendimiento, la investigación de fin de carrera abordó el estudio de las consecuencias de tipo económico comercial para el sector ecuatoriano de rosas, en caso de una posible “No Ratificación del ATPDEA”, tomando en cuenta que sería el más afectado cuando ya no sea sujeto de los beneficios que ha tenido desde la vigencia del convenio. Partiendo de estos preceptos, se colindó un Análisis Político dentro del marco del acuerdo, con un Análisis Económico para el 2008-2012, tomando en cuenta los acontecimientos más transcendentales cernidos entre los Gobiernos de los dos países. Con la elaboración de la investigación, y recopilación de testimonios mediante entrevistas a especialistas en el tema, se demostró que de alguna manera, estos hechos han contribuido positiva y negativamente en la relación comercial entre Ecuador y Estados Unidos durante los tres Gobiernos de turno desde que Ecuador fue calificado como país beneficiario del ATPDEA, y fue posible visualizar la importancia del mercado norteamericano para las exportaciones ecuatorianas.
Description: Commercial treaties, under the principles of equality with which they are conceived, are often understood as complementation measures through the exchange of goods and services, between nations that mutually benefit; However, its structure and background are generally unknown, which lie mainly in the political interests of the countries that subscribe to them, as well as its contribution to sustaining the economy of the less developed countries, which acquire a certain degree of dependence. In the Ecuadorian economy, particularly, the floriculture sector is the first non-traditional export sector, and roses have their main market in the United States; before this framework of understanding, the end-of-career research addressed the study of the economic-commercial consequences for the Ecuadorian rose sector, in the event of a possible "Non-Ratification of the ATPDEA", taking into account that it would be the most affected when is no longer subject to the benefits it has had since the agreement was in effect. Based on these precepts, a Political Analysis was included within the framework of the agreement, with an Economic Analysis for 2008-2012, taking into account the most transcendental events sifted between the governments of the two countries. With the elaboration of the investigation, and collection of testimonies through interviews with specialists in the subject, it was demonstrated that in some way, these facts have contributed positively and negatively in the commercial relationship between Ecuador and the United States during the three governments in turn since Ecuador was qualified as a beneficiary of the ATPDEA, and it was possible to visualize the importance of the North American market for Ecuadorian exports.
