Evaluación del cumplimiento del plan de manejo ambiental en la construcción de puentes sobre el estuario del Río Esmeraldas y vías de acceso

Abstract

El Proyecto “Construcción de Puentes Sobre El Estuario Del Río Esmeraldas y Vías de Acceso”, consiste en una solución vial dada como respuesta a los siguientes problemas: congestión de las vías de acceso a la ciudad de Esmeraldas, necesidad de una vía de acceso para los vehículos pesados que llegarían al Puerto de Esmeraldas sin tener que atravesar la ciudad, necesidad de una nueva alternativa para el futuro crecimiento de la ciudad hacia el Este de la misma, y finalmente, necesidad de una vía rápida que comunique el Aeropuerto de Esmeraldas con la ciudad. Dicho proyecto atravesaría el Río Esmeraldas y sus estribaciones, los mismos que se hallan en altamente intervenidos y en un procesos de sedimentación, y también el área del Manglar del Río Esmeraldas nombrado Reserva de Vida Silvestre por el Ministerio del Ambiente, mientras que las vías atraviesan la Isla Luís Vargas Torres de Sur a Norte y de Este a Oeste, y al norte de esta atraviesa a la Reserva de Vida Silvestre Manglares del Río Esmeraldas. Dada la importancia y sensibilidad del área anteriormente descrita y las actividades del proyecto, el presente trabajo, busca Evaluar el cumplimiento del Plan Manejo Ambiental, para de esta manera crear estrategias dentro del plan, que permitan mejorarlo. Para esto, fue necesario hacer un análisis teórico y legal de la materia relacionada con el proyecto (actividades, impactos, PMA), cuyo resultado fue que en la identificación y valoración de impactos era necesario, hacer una reevaluación de los mismos. 3 Luego, con las listas de chequeo, se determino, que los grupos de conformación de puentes eran los que más responsabilidades tenían y que cuyo cumplimiento de estas era menor. Con todos estos resultados, se hizo una valoración del cumplimiento de las medidas, en la que también se ponderaba la importancia de cada medida.

The Project "Construction of Bridges on the Estuary of the Esmeraldas River and Access Roads", consists of a given road solution in response to the following problems: congestion of the access roads to the city of Esmeraldas, need for an access road to the heavy vehicles that would arrive at the Port of Esmeraldas without having to cross the city, need for a new alternative for the future growth of the city towards the East of the same, and finally, need for a fast track that communicates the Esmeraldas Airport with the city. This project would cross the Esmeraldas River and its foothills, which are highly intervened and in a sedimentation process, and also the Mangrove area of ​​the Esmeraldas River named Wildlife Reserve by the Ministry of the Environment, while the roads go through Luís Vargas Torres Island from South to North and from East to West, and to the north of this it crosses the Manglares del Esmeraldas Wildlife Reserve. Given the importance and sensitivity of the area described above and the activities of the project, the present work seeks to evaluate the compliance with the Environmental Management Plan, in order to create strategies within the plan, which allow improvement. For this, it was necessary to make a theoretical and legal analysis of the subject related to the project (activities, impacts, PMA), which resulted in the identification and assessment of impacts was necessary, to reassess them. 3 Then, with the checklists, it was determined, that the groups of formation of bridges were the ones that had the most responsibilities and whose compliance with them was lower. With all these results, an assessment of compliance with the measures was made, in which the importance of each measure was also considered.
