Abstract: A socio-environmental conflict is a social situation in which a minimum of two parties are fighting at the same time to obtain the same set of scarce resources. These conflicts usually disrupt the harmonious development of society and in a special way affect the relationships between the inhabitants and the environment that surrounds them, due to the appropriation of resources in the hands of some. This situation is not alien to the parish of Puerto Napo, in which mining activities of aggregates and stone are being carried out within the Napo River and for this reason there have been conflicts between the community and mining operators that have concluded in suspension of mining activities and attacks on mining incumbents. This research proposes an Early Warning System for the management of socio-environmental conflicts, whose objective is the early identification of conflict risk factors. Among the results obtained is a clear discontent on the part of the inhabitants of the Puerto Napo parish and the need to issue an alert report in order to prevent the escalation of violence and that the governing bodies take the necessary corrective measures.
Description: Un conflicto socioambiental es una situación social en la cual un mínimo de dos partes pugna al mismo tiempo por obtener el mismo conjunto de recursos escasos. Estos conflictos por lo general rompen el desarrollo armónico de la sociedad y de manera especial afectan las relaciones entre los pobladores y el entorno que los rodea, por la apropiación de los recursos en manos de algunos. Esta situación no es ajena para la parroquia de Puerto Napo, en la cual se viene ejecutando actividades mineras de áridos y pétreos dentro del Río Napo y por esta razón se ha presentado conflictos entre la comunidad y operadores mineros que han concluido en suspensión de actividades mineras y ataques hacia los titulares mineros. La presente investigación propone un Sistema de Alerta Temprana para la gestión de conflictos socioambientales, cuyo objetivo es la identificación temprana de factores del riesgo de conflicto. Entre los resultados obtenidos se determina un claro descontento por parte de los habitantes de la parroquia Puerto Napo y la necesidad de la emisión de informe de alerta con el fin de evitar la escalada de violencia y que los órganos rectores tomen las medidas correctivas necesarias
