Abstract: <<La vivienda debe ser entendida como parte de la ciudad y como lugar para habitar el presente, albergar nuestro pasado y proyectar el futuro; un lugar donde vivir cómodamente, que responda al deseo de valores simbólicos individuales y comunitarios, de privacidad y sociabilidad, y no solo como un producto de mercado, inversión y consumo.>> (Montaner, Muxí, Falagán, 2012, p.11) La oferta de vivienda en el Distrito Metropolitano de Quito se enfoca principalmente en cubrir el permanente déficit cuantitativo de vivienda, dado por un acelerado crecimiento poblacional que experimentó la ciudad a partir de la década del 60. La producción homogénea de vivienda (casa tipo) en zonas alejadas de la ciudad ha sido la respuesta para resolver dicho déficit, se busca una producción rápida con un resultado económico igual de inmediato, se exculyen criterios de mayor importancia como el confort y la relación directa que tiene el habitante con su hogar y con el entorno en el que vive; se desconoce sus necesidades y se pierde su vínculo con la ciudad, se merma al igual que su individualidad su sentido de vida en comunidad. La promoción de vivienda tanto pública como privada en zonas alejadas de la ciudad, se da principalmente porque en dichas zonas existe más suelo vacante y su costo es menor, esto fomenta el patrón de expansión urbana de Quito de manera dispersa e informal e incrementa la especulación del suelo, ya que no existe una regulación y planificación municipal oportuna. La falta de servicios, equipamientos e infraestructura, el costo de transporte y el tiempo invertido en desplazamientos disminuyen la calidad de vida y las oportunidades de quienes habitan en estas zonas de la ciudad. El presente documento investigativo abordará esta problemática y desarrollará una propuesta de vivienda colectiva en una zona (barrio La Betania) cercana al hipercentro de la ciudad, donde la vivienda está pensada para cubrir las necesidades del habitante como primer eje para el diseño de la unidad mínima habitacional, además busca fomentar la vida en comunidad y los lasos de socialización no solo entre los habitantes del proyecto sino también con los de su entorno, incentivando a una vida comunitaria más activa.
Description: “Housing should be understood as part of the city and as a place to inhabit the present, to house our past and project the future; a place to live comfortably, that responds to the desire for individual and community symbolic values, privacy and sociability, and not just as a product of market, investment and consumption.” (Montaner, Muxí, Falagán, 2012, p.11) Housing offer in the Metropolitan District of Quito focuses mainly on cover the permanent quantitative deficit of housing, given by an accelerated population growth experienced by the city since the 1960s. The homogenous production of housing (type house) in remote areas of the city has been the answer to solve this deficit, a fast production is sought with an immediately economic result, it excludes criteria of greater importance as comfort and direct relationship what the inhabitant has with his home and with the environment in which he lives; their needs are unknown and their link with the city is lost, their sense of community life diminishes, as does their individuality. The promotion of both public and private housing in areas far from the city, occurs mainly because in these areas there is more vacant land and its cost is lower, this encourages Quito's urban expansion pattern in a dispersed and informal manner and increases land speculation, since there is no timely municipal regulation and planning. The lack of services, equipment and infrastructure, the cost of transportation and the the time wasting in mobilization reduce the quality of life and the opportunities of those who live in these areas of the city. This researching document will address this problem and develop a proposal for collective housing in an area (neighborhood La Betania) near the hypercenter of the city, where housing is designed to meet the needs of the inhabitant as the first axis for the design of minimum housing unit, in addition, it seeks to encourage community life and the ties of sociability not only among the inhabitants of the project but also with those of their environment, boosting a more active community life.
