Abstract: Objetivo: determinar el impacto de las políticas en Seguridad Vial en el Ecuador y su relación con las estadísticas de siniestralidad, morbilidad y mortalidad por accidentes de tránsito (AT) durante el periodo 1998‐2017. Materiales y Métodos: estudio descriptivo transversal y correlacional de carácter retrospectivo, a partir de fuentes secundarias de información oficiales. Se realiza una revisión documental de las políticas en Seguridad Vial emitidas en el periodo estudiado. Resultados: En los últimos 20 años, en el Ecuador se han producido 432 490 siniestros por AT, originando 278 424 lesionados y 33 532 fallecidos; resultando en este periodo, un promedio por día de 60 siniestros, 39 lesionados y 5 fallecidos a consecuencia de los AT. Para el periodo 1996 ‐ 2017, se identificaron 36 cuerpos legales relacionados a la Seguridad Vial con alcance nacional; de los cuales, 27 normativas se vinculan con las recomendaciones de la Organización Mundial de la Salud (OMS)(Velocidad máxima, Conductores en estado de ebriedad, Uso y calidad de cascos en motocicletas, Uso del cinturón de seguridad, Dispositivo de retención para niños); siendo las más importantes por orden jerárquico, las Leyes que regulan el Tránsito y Transporte Terrestres emitidas en 1996 y 2008. Conclusiones: pese al gran número de políticas emitidas en los últimos 22 años, mismas que acogen las recomendaciones de la OMS; las tasas de siniestralidad, lesividad y mortalidad por AT, registran una tendencia ascendente; ante esta situación, se requiere un mayor esfuerzo para el cumplimiento de las políticas de Seguridad Vial. Se hace necesario establecer e implementar mecanismos de control adecuados que garanticen la real aplicación de las políticas.
Description: Objective: to determine the impact of the policies on Road Safety in Ecuador and its relationship with the statistics of accidents, morbidity and mortality due to traffic accidents (TA) during the period 1998‐ 2017. Materials and Methods: cross‐sectional and correlational descriptive study of a retrospective nature based on official secondary information sources. A documentary review of the Road Safety policies issued in the analyzed period is carried out. Results: In the last 20 years, in Ecuador there have been 432 490 accidents per TA, as a result, there are 278 424 injured people and 33 532 deaths; resulting in this period, an average of 60 accidents per day , 39 injured and 5 deceased people as a consequence of the TA. For the period 1996 ‐ 2017, 36 legal regulations related to Road Safety with national scope were identified; of which 27 regulations are linked to the recommendations of the World Health Organization (WHO) (Maximum speed on roads, drivers under the influence of alcohol, use and quality of the motorcycle helmets, use of seatbelts and child restraint device); being the most important in hierarchical order, the Laws that regulate the Transit and Land Transport issued in 1996 and 2008. Conclusions: despite the large number of policies issued in the last 22 years, which accept the recommendations of the WHO; the rates of accident, injury and mortality due to TA show an upward trend; in this situation, a greater effort is required to comply with the Road Safety policies. It is necessary to establish and implement adequate control mechanisms that guarantee the complete application of the policies.
