Abstract: El siguiente proyecto de investigación se basa en un sistema de reclutamiento y selección del personal, el cual es un elemento indispensable y fundamental para la organización RPB Bellavista Restaurante, para efectuar una búsqueda eficiente de personal idóneo en función de los perfiles requeridos de la organización, para la presente investigación se enfocó en diversas técnicas que nos ofrece la Dra. Martha Alles especialista en temas gestión del talento humano, tomando en cuenta sus teorías de selección de personal por competencias. La investigación de basa en detallar el marco teórico donde se describe las diferentes variables de selección de personal, sistema de reclutamiento y su importancia, el marco metodológico se fundamenta en la creación del diccionario de competencias cardinales y específicas de cargos para la compañía, como siguiente paso se procede a la identificación de funciones esenciales y barreras de desempeño, para luego proseguir con identificación de competencias indispensables, una vez desarrollado toda la información, se procede a la creación de las fichas de competencias cardinales y específicas de cargos incluidas las rubricas de evaluación de entrevistas por cada competencia desarrollada para la empresa, con todas los temas ya desarrollados se procede a la elaboración de Reportes de entrevista de selección para cada puesto de trabajo, por ultimo ejecutamos la evaluación y calibración de entrevistadores y candidatos, para obtener resultados enfocados en el índice de fiabilidad y obtener así conclusiones acertadas sobre el proceso de selección, proponiendo así una guía práctica basada en competencias que permita cubrir los requerimientos de personal dentro de la PYME
The following research project is based on a system of recruitment and selection of personnel, which is an essential and fundamental element for the organization RPB Bellavista Restaurant, to carry out an efficient search of qualified personnel according to the required profiles of the organization, for the present investigation, she focused on different techniques offered by Dr. Martha Alles, specialist in human talent management, taking into account her theories of personnel selection by competences. The research is based on detailing the theoretical framework that describes the different variables of personnel selection, recruitment system and its importance, the methodological framework is based on the creation of the dictionary of cardinal and specific competencies for the company, as follows step is the identification of essential functions and performance barriers, then proceed with identification of essential skills, once all the information is developed, proceeds to the creation of cards cardinal competencies and specific charges including the rubrics of evaluation of interviews for each competence developed for the company, with all the subjects already developed, the elaboration of Selection interview reports for each job, finally we carry out the evaluation and calibration of interviewers and candidates, to obtain results focused on the reliability index and obtain correct conclusions about the selection process, proposing a practical guide based on competencies that allow covering the personnel requirements within the SME
