Diseño de un integrado ambiental sistema estadístico

Abstract

Se creará en el Ecuador un sistema integrado de estadística ambiental en el Instituto Nacional de Estadísticas y Censos (INEC). Lo que ayudará a conocer la realidad del país y aportar con la generación de conciencia ambiental a nivel local, regional y nacional. Dicho Sistema se realizará conjuntamente con la ayuda del Comité Interinstitucional de Estadística Ambiental, creado por el INEC. A pesar de que existen diversas limitaciones en el Sistema Estadístico Nacional (SEN), como la ausencia de un plan estadístico nacional, desconocimiento de oferta de información estadística, etc. El SEN se encuentra completamente organizado y tiene los insumos necesarios para ser creado y que con el tiempo pueda ser fortalecido. Los insumos que el INEC ha utilizado en la primera fase que se refiere al contexto referencial son: la experiencia internacional como la de la Comunidad Andina (CAN), la información Estadística Ambiental Nacional, un estudio de Marcos Referenciales y ordenadores, con el objetivo de obtener un documento preliminar, que a su vez será un insumo en la segunda fase llamada proceso operativo, en el cual los principales insumos son: una lista de las instituciones responsables de las estadísticas oficiales, documentos con la identificación de los organismos generadores de datos ambientales, identificación de los datos ambientales disponibles, un estudio preliminar del Marco legal; para obtener como resultado un documento de análisis, un documento preliminar de indicadores ambientales, fichas técnicas y metodologías, y una guía de buenas prácticas, que es el resultado que exitosamente se ha logrado.

The inputs that the INEC has used in the first phase that refers to the context referential are: international experience such as that of the Andean Community (CAN), National Environmental Statistics, a study of Reference Frameworks and computers, with the aim of obtaining a preliminary document, which in turn will be a input in the second phase called the operating process, in which the main inputs are: a list of institutions responsible for official statistics, documents with the identification of the organisms that generate environmental data, identification from the available environmental data, a preliminary study of the legal Framework; to get as a result a document of analysis, a preliminary document of indicators environment, technical specifications and methodologies, and a guide to good practices, which is the result that has been successfully achieved.
