Quito, like any city in the world, does not stop growing hastily and the systems and equipment fail to satisfy the population, due to the accumulation or concentration of its inhabitants in the last decades reflected even more by a migratory process. The migration to the city is the direct cause of the urban misery, arising unemployment, housing problems, increasing the lumpen (proletariat, sub proletariat) and neglecting the urban equipment. The intramigratory groups come from urban, semi-urban conglomerates and a low proportion from the countryside. With all the above, it can be confirmed that the urban context does not respond to the demand of the current situation of citizens, it will continue to grow and increase the current equipment deficit. The Quiteña culture as a fundamental part of the whole of the Ecuadorian population, is a pillar that strengthens roots, needs a real support to what its metropolitan quality requires for all its inhabitants, in such a way that it can generate a nexus for all the new elements that reach it. In order to correctly supply the demands of a capital city, it is necessary to have a specific projection of equipment with what its social need requires, both as a people and its conglomerate, whatever it may be. A focus on the deficit in cultural recreation generates promoting options, so that all the complements of city life converge and harmonize in their own space.
