Diseño urbano del Parque lineal de la ciudad de San Gabriel: Biblioteca Pública

Abstract

El 1992 la ciudad de San Gabriel y su entorno paisajístico fueron declarados como Patrimonio Nacional Cultural, por ello cuentan con el apoyo del Gobierno Vasco para el financiamiento de ciertos proyectos que se encuentran en el Plan Territorial de Montufar. La Universidad SEK, como un ejercicio académico, decidió aportar con la propuesta de dos de estos proyectos: El Parque Lineal de la cuidad (a nivel de PLAN MASA) y su Biblioteca Pública, tema de este trabajo de fin de carrera. San Gabriel sufre de problemas de contaminación en su principal afluente, el Río San Gabriel, esto ha degenerado sus riveras trayendo como consecuencias: problemas de imagen, higiene e inseguridad y desvinculándolo con sus pobladores. Además, la mala planificación urbana ha generado problemas en sus equipamientos e infraestructura, y ha afectado el orden y estructura de la ciudad, tomándose las áreas libres y dejando como resultando espacios abandonados, segregados e inconexos. La ciudad está ubicada en una meseta cuya trama se ve interrumpida al encuentro del territorio quebrado por el borde del Río San Gabriel, que atraviesa la ciudad. Es necesario unificar la trama de la ciudad y con la trama de la naturaleza, propiciando un espacio dialógico y que unifique los conceptos de ciudad, naturaleza, paisaje y cultura. El rescate de este espacio conseguiría alimentar de espacio público y áreas verdes a la ciudad. Además, en él, se debe proponer nuevos proyectos, en respuesta al estudio de déficits, carencias y penurias y así, alivianar sus problemas y potenciar sus fortalezas. Uno de estos proyectos es la Biblioteca Pública para la ciudad, que será el objeto arquitectónico a resolver.

In 1992 the city of San Gabriel and its landscape environment were declared a National Cultural Heritage, Therefore, they have the support of the Basque Government for the financing of certain projects that are found in the Territorial Plan of Montufar. The SEK University, as an academic exercise, decided to contribute with the proposal of two of these projects: The Linear Park of the city (at the level of PLAN MASA) and its Public Library, theme of this final year project. San Gabriel suffers from pollution problems in its main tributary, the San Gabriel River, this has degenerated its riveras bringing as consequences: problems of image, hygiene and insecurity and disconnecting it with its inhabitants. In addition, poor urban planning has generated problems in their equipment and infrastructure, and has affected the order and structure of the city, taking the free areas and leaving as result abandoned, segregated and disconnected spaces. The city is located in a plateau whose plot is interrupted to the encounter of the territory broken by the edge of the San Gabriel River, that crosses the city. It is necessary to unify the plot of the city and the plot of nature, fostering a dialogical space and unifying the concepts of city, nature, landscape and culture. The rescue of this space would get to feed public space and green areas to the city. In addition, in it, must propose new projects, in response to the study of deficits, shortages and hardships and thus, lighten their problems and strengthen their strengths. One of these projects is the Public Library for the city, which will be the architectural object to solve.
