Abstract: El proyecto de fin de carrera se ha realizado enfocado principalmente en el déficit de equipamientos para la atención de personas en condición de indigencia en la ciudad de Quito. Debido a los antecedentes referentes a la indigencia, el proyecto toma una postura crítica ante el sistema y la sociedad general, intentando plasmarlo en el estudio y en el desarrollo del proyecto. En el análisis se encontró una estrecha relación entre las personas en condición de indigencia y los espacios residuales, más puntualmente con los intercambiadores vehiculares y pasos peatonales, por lo que se propone la utilización de estos espacios para el desarrollo del proyecto. La Zona Centro Norte de Quito es la segunda con mayor presencia de indigentes y donde se propuso la planificación de diferentes centros de atención que satisfagan las necesidades básicas de ésta población y que además descentralicen su presencia y atención en el Centro Histórico de la ciudad, comprendiéndolo como un albergue disgregado tomando en cuenta sus características y evidenciando el problema ante la sociedad y el estado. Más concretamente se ha escogido la Av. 10 de Agosto, como un eje estructurador, donde existen diferentes intercambiadores vehiculares, se propone la intervención de estos empezando en el sector de El Ejido al sur y El Labrador al norte, comprendiendo al proyecto como un sistema urbano para la atención de indigentes. Además se escogió el puente peatonal del bulevar de la Naciones Unidas, por sus características de sector comercial, financiero y turístico, ahí se proyecta la atención alimenticia de las personas indigentes, el mismo que es parte de todo el sistema. Es precisamente el sector de La Carolina por sus características dónde se ha desarrollado el proyecto arquitectónico, afrontando el mismo de manera irónica y provocativa, utilizando el reciclaje como herramienta principal para la consecución del proyecto.
The final year project has been focused mainly in the deficit of equipment for the care of indigent people in the city of Quito. Due To the antecedents referring to indigence, the project takes a critical position before the system and the general society, trying translate it into the study and the development of the project. At analysis found a close relationship between people in indigence condition and residual spaces, more punctually with vehicular heat exchangers and steps pedestrians, so the use of these spaces is proposed for the development of the project. The North Central Zone of Quito is the second with the greatest presence of homeless people and where it was proposed planning different care centers that satisfy the basic needs of this population and that in addition decentralize their presence and attention in the Historic Center of the city, understanding it as a disintegrated shelter taking into account their characteristics and evidencing the problem before society and the state. More specifically, the Av. 10 de Agosto, as a structuring axis, where there are different vehicular exchangers, the intervention of these starting in the sector of El Ejido to the south and The Labrador to the north, understanding the project as a system urban for the care of indigents. In addition, the pedestrian bridge of the United Nations Boulevard, for its characteristics of the commercial, financial and tourism sector, there projects the nutritional care of the indigent, the same that is part of the whole system. It is precisely the sector of La Carolina due to its characteristics, where the architectural project, facing the same ironic and provocative, using recycling as the main tool for the achievement of the project.
