Nuevos delitos internacionales

Abstract

Toda vez que el Derecho Penal constituye la institución más antigua de la humanidad, éste es, al mismo tiempo, el que más modificaciones ha sufrido a través de la historia. No siempre el concepto de delito ha sido el mismo en las diversas épocas de la humanidad. Efectivamente, en los albores de lo que hoy podemos denominar delito, con cierto rigor científico, era la simple afectación a ciertos bienes o intereses de los grupos que ostentaban el poder, económico-social e ideológico de las primeras sociedades políticas o ciudades-Estado. Incluso en textos sagrados, podemos aún encontrar disposiciones como esta: "Cuando la mujer tuviere flujo de sangre, y su flujo fuere en su cuerpo, siete días estará apartada; y cualquiera que la tocare será inmundo hasta la noche. Todo aquello sobre que ella tocare mientras estuviere separada será inmundo; también sobre aquello sobre que se sentare será inmundo. Y cualquiera que tocare su cama, lavará sus vestidos, y después de lavarse con agua, será inmundo hasta la noche.

Since Criminal Law constitutes the oldest institution of humanity, it is, at the same time, the one that has suffered the most modifications throughout history. The concept of crime has not always been the same in the different epochs of humanity. Indeed, at the dawn of what we can today call crime, with a certain scientific rigor, it was the simple affectation to certain goods or interests of the groups that held the power, economic-social and ideological of the first political societies or city-states. Even in sacred texts, we can still find provisions like this: "When the woman has a flow of blood, and her discharge is in her body, seven days shall be set apart, and whoever touches her shall be unclean until evening. Everything that she touches while separated will be unclean; also on what he sits on, he will be unclean. And whoever touches his bed shall wash his clothes, and after washing himself with water, he shall be unclean until evening.
