| Abstract: | La instituciones públicas tienen la misión de proveer bienes y servicios con calidad y calidez a la comunidad, El Ministerio del Trabajo tiene la responsabilidad de generar la normativa laboral, procedimientos y herramientas para la gestión de capital de talento humano dentro de sector público, con base en esta directriz debe brindar la asistencia técnica de estas normas, sin embargo debe también realizar el control del cumplimiento de las mismas por parte de los servidores públicos. En ese sentido se desarrolló el Sistema Informático Integrado de Talento Humano, software de gestión laboral que permite registrar la información institucional por las Unidades de Administración de Talento Humano de cada institución pública, registro de importancia para el Gobierno considerando que aquí se concentrará la información necesaria para la toma adecuada y oportuna de decisiones, gestión de políticas públicas que apoyarán el cumplimiento de los productos y servicios de calidad dirigidos al bienestar de la ciudadanía. El presente estudio busca explicar las razones del incumplimiento de este registro relacionado a la asistencia técnica que brinda el Ministerio de Trabajo. Así también determinara las acciones a tomar para mejorar los procesos de asistencia técnica con el propósito de que mejore el ingreso de información. |
| Description: | The public institutions have the mission of providing quality goods and services to the community and warmth, The Ministry of Labor is responsible for generating employment regulations, procedures and tools for human capital management talent within the public sector, based in this guideline should provide technical assistance to these rules, but must also make the enforcement thereof by public servants. In that sense the Integrated Information System of Human Resource software, labor management that records the institutional information management units of human talent in every public institution, registration of importance to the Government whereas here the required information will concentrate developed for proper and timely decision-making, management of public policies that support compliance with quality products and services targeted to the welfare of the citizenry.
