Abstract: Power lines in Ecuador are considered between the strategic sector activities because of the economic development that it promotes in public sector as well as ones developed in private sector, especially mining. Nevertheless, power lines carry with environmental problematic, which must be considered in order to minimize the impact, considering good construction practices. It may have to be recognized that power lines one way or another, they do not just disturb the environment, but also, landscape and natural habitats, reasons for being also considered as biodiversity conservation threat, especially in regard to soil and vegetation due to the activities in construction phase, as well as for the risk that have birds flying in proximity of high-power conductors and power lines structures. (Bonell Torres, 2018). Therefore, it is important to find an equilibrium between society progress and strategic sector achieving environment protection and all its components. This is the reason why; it must be founded a viable way to minimize environmental impacts not only in construction phase but also since the design phase in order to guarantee an adequate route which accomplish this objective. In the design of the route Delsitanisagua – Cumbaratza 138kV, is being considered all these factors previously described and it is proposed the best alternative to this, preserving, in a sustainable way, the zone biodiversity and the population which might be affected in any way possible due to this power line. After considering some possible routes, with each environment impacts, it is concluded that the several biodiversity affectations are in vegetation due to the felling especially in primary forest which are less intervened for people and in community relations due to the affectations on their properties. However, it must be also considered that this projects not only have negatives affections, but also positive ones, because this kind of projects intervene increase job opportunities, therefore, the local economy and productive sector, factors that at this moment are needed due to the global pandemic affectations. Considering all the mentioned above, it is valuated each route alternative for accessibility and the procedure of SPT perforations, then it may be observed that: The preliminary alternative, with a total of 2661 [m] exist 1500 [m] that correspond 56.37% of primary forest and no intervened zones for felling even when there are not all the structures which conform the power line. In the second alternative this percentage represents the 43.61% sharing the same characteristic as the one above, which means that some of the structures locations and in what respect to the third one, from now on denominated definitive one, that represents the 41.97% knowing that most of the locations are already known. In regards of the social conflict, it must be mentioned that this is evident in the first and second propose, due to this, is decisive keep the same locations, as possible, already built and improve them loads capacity and so on, and considering that the properties are bigger, in which case the owner might not give a negative response in their affectation.
Description: RESUMEN Las líneas de transmisión eléctrica en Ecuador están catalogadas entre las actividades de sectores estratégicos por el desarrollo económico que significa para el país y la sociedad; tomando en cuenta no solo al sector público sino también aquellas del sector privado especialmente las mineras. Sin embargo, las líneas de transmisión acarrean problemáticas al medio ambiente que siempre se deben considerar para garantizar un menor impacto en este, con buenas prácticas de construcción en medida de las posibilidades. Se debe reconocer que las líneas de transmisión eléctrica de una u otra forma no solo alteran el ambiente, sino también al paisaje y los hábitats naturales por lo que podrían ser considerados como una amenaza en la conservación de la biodiversidad especialmente lo referente a la vegetación y suelo por las actividades en la fase de construcción particularmente; las aves por su contacto y riesgo de muerte al contacto directo con los conectores y las estructuras (Bonell Torres, 2018). De ahí, que es importante encontrar un punto de equilibrio entre el desarrollo de la sociedad y el sector estratégico con la protección del medio ambiente en todos sus componentes. Es esta la razón por la que se debe encontrar una manera viable para minimizar los impactos ambientales no solo en la etapa de la construcción sino también desde la etapa del diseño para de esta forma garantizar una ruta adecuada que alcance a cumplir este objetivo. Es así como para el diseño de la línea de transmisión Delsitanisagua – Cumbaratza 138 kV, se tiene en cuenta todos estos antecedentes y se propone encontrar la mejor alternativa para la construcción de está, preservando de manera sustentable a la biodiversidad de la zona, así como también a la población que se podría ver afectada de una u otra forma por esta línea de transmisión. Por consiguiente, después de la evaluación de las rutas y los posibles impactos ambientales se concluye que los impactos negativos severos en la afectación de la biodiversidad en la zona son especialmente en la flora, con el desbroce y tala de vegetación especialmente de bosques primarios y poco intervenidos, así como en las relaciones comunitarias con el conflicto social al afectar a propiedades de la población. Sin embargo, es importante también destacar que no solo hay afectaciones negativas sino también positivas y de importancia ya que se interviene especialmente en la economía del sector con incremento de plazas de trabajo especialmente en el momento que estos se ven complicados por la situación de todo el mundo respecto de la pandemia. Es así como al evaluar el impacto que tiene el desbroce y tala de vegetación en cada una de las alternativas de ruta para los caminos de acceso y la realización de las perforaciones SPT se pude observar: (cuadro) Que la alternativa preliminar de un total de 2661 m existe un total de 1500 m que corresponden al 56.37% de bosques primarios y poco intervenidos por desbrozar a pesar de que no están todas las estructuras que formarían la línea de transmisión. En la alternativa 2 este porcentaje representa el 43.61% con la misma característica que hacen falta la mayoría de las estructuras y la alternativa tres que ya se la ha llamado definitiva esta representa el 41.97% teniendo en cuenta que están ya definidas la mayoría de las estructuras. Con respecto al conflicto social también se debe mencionar que este es evidente en la alternativa 1 y 2 por lo que se decide mantener estructuras ya existentes y más bien potenciarlas a las estructuras para que soporten mejor las tensiones que ahora van a distribuir y se pasa por propiedades más grandes por lo que los propietarios no pesar mucho la afectación que podría tener su propiedad.
