Abstract: La conjunción de la velocidad con el factor humano, el estado de las vías de comunicación y las fallas mecánicas han sido las preocupaciones constantes para la organización encargada de velar por la seguridad vial. Para atenuar este componente negativo que aporta el uso de vehículos a motores los distintos estados han ido adoptando a lo largo de tiempo medidas tendentes a corregir los problemas antes descritos. Además las vías públicas se han rediseñado para facilitar los desplazamientos de vehículos cada vez más rápidos y se han adoptado estrictas normas de homologación y fabricación de vehículos para reducir el peso que las fallas mecánicas tienen en la siniestralidad de los vehículos a minimizar las emisiones de gases al medio ambiente. En este último componente de la siniestralidad, constituido por las fallas mecánicas, es donde la inspección técnica de vehículos cobra su significado. De nada servirá fabricar vehículos cada vez más sofisticados y potentes si a lo largo de su vida útil no se les somete a unos controles periódicos que garanticen la vigencia y operatividad de sus sistemas de seguridad pasiva y otros componentes vitales. Los vehículos necesitan de un plan de mantenimiento y de un proceso de certificación externa a los titulares de los mismos que permitan validar con carácter oficial la aptitud de los mismos para su uso. Además y ante la problemática que plantean los automóviles como elementos contaminantes, cobra cada vez mayor importancia las pruebas especificas de control de emisiones que se realizan en los centros de control vehicular, reguladas por normativas internacionales cada vez más estrictas que pretenden reducir en impacto negativo que la utilización masiva de vehículos tiene sobre el medio ambiente. Por tanto, la inspección técnica se configura como un mecanismo de seguridad y control, con el cual los administradores públicos en la mayor parte de los países del mundo pretenden garantizar el correcto estado de funcionamiento de los vehículos y su aptitud para circular por las vías públicas en las debidas condiciones técnicas y de respeto al medio ambiente. COREVISA tendrá características especiales de diseño, equipo mecánico moderno e informático, para que la revisión sea ágil y permita que los vehículos cumplan con las condiciones necesarias para ser matriculados. Con base en los antecedentes que nos permitieron evaluar este proyecto, se pudo justificar la factibilidad técnica y económica del mismo.
Description: The conjunction of speed with the human factor, the state of the pathways of communication and mechanical failures have been the constant concerns for the organization in charge of ensuring road safety. To mitigate this negative component that the use of vehicles contributes to engines the different states have been adopting over time measures tending to correct the problems described above. In addition, public roads have been redesigned to facilitate increasingly rapid vehicle movements and have been adopted strict vehicle homologation and manufacturing standards to reduce the weight that the mechanical failures have in the accident rate of the vehicles to minimize emissions of gases to the environment. In this last component of the accident rate, constituted by faults mechanical, is where the technical inspection of vehicles takes its meaning. It will be useless to manufacture vehicles that are increasingly sophisticated and powerful if throughout their useful life they are not subject to periodic controls that guarantee the validity and operation of their passive safety systems and other vital components. The vehicles need a maintenance plan and a process of external certification to the holders of the same that allow to validate with official nature the fitness of the same for its use. In addition, and to the problem posed by automobiles as pollutants, the evidence becomes increasingly important specific control of emissions that are made in the controvehicular centers, regulated by increasingly strict international regulations that aim to reduce in negative impact that the massive use of vehicles has about the environment. Therefore, the technical inspection is configured as a mechanism of security and control, with which public administrators in the greatest part of the countries of the world aim to guarantee the correct state of operation of vehicles and their ability to drive on roads public in the due technical conditions and respect for the environment. COREVISA will have special design features, mechanical equipment modern and computerized, so that the review is agile and allows the vehicles meet the necessary conditions to be enrolled. Based on the background that allowed us to evaluate this project, we could justify the technical and economic feasibility of it.
