Abstract: Las evaluaciones tradicionales de desempeño, sumado a los niveles de informalidad en la gerencia de la mayoría de las pequeñas y medianas empresas del sector turístico en la ciudad de Quito, y el escaso conocimiento en ciertos casos de cómo manejar una empresa en todos sus aspectos, son determinantes a la hora de tener un resultado común; empresas poco rentables, con poca participación en el mercado y con una cantidad de clientes como para sobrevivir, o en muchos casos llegan hasta al extremo de optar por cerrar sus negocios. Otro factor común en muchas de estas empresas ya mencionadas, son la poca capacidad de ahorro, la poca inversión, y la falta de enfoque hacia resultados de mediano y largo plazo, ya que como se dice comúnmente, estas empresas trabajan para el día a día, lo que quiere decir que lo que ganan lo gastan, eso les tiene que alcanzar para pagos básicos, y no generan incrementos económicos como para crecer y tener una economía mas fuerte y competitiva. Por estas razones, se ha decidido elaborar un proyecto en el cual se pueda sin incurrir en muchos gastos, y utilizando principalmente el know-how y el intelecto, asesorar a algunas de estas empresas, de manera que cambien su mentalidad, que se enfoquen a resultados a largo y mediano plazo, y que puedan tener un control integral de 4 aspectos básicos en su empresa, que son: financiero, recursos humanos, procesos y de clientes, ya que si nos damos cuenta, de estos 4 conceptos nace toda la gestión de una empresa. Para lograr este control ya mencionado, se ha decidido desarrollar un Balanced Scorecard o cuadro de mando integral El balanced Scorecard (BSC) fue creado en el año 1992 por Norton y Kaplan, y básicamente es un sistema gerencial que vincula a todas las áreas de una organización, con el cumplimiento de metas estratégicas a mediano y largo plazo, con las operaciones diarias dentro de una empresa u organización mediante indicadores ya sean económicos o de rendimiento, dependiendo de las circunstancias, para determinar avances, retrocesos, fallas o estándares, y así poder corregir, cambiar, eliminar o continuar con las distintas actividades de los distintos procesos y con los distintos actores del mismo. VIII Otro punto a tratar en este proyecto de investigación, es que antes de aplicar el Balanced Scorecard a la empresa, previamente se realizará una etapa de evaluación, mediante un levantamiento de procesos para poder determinar exactamente en donde se encuentra la empresa, encontrar las fallas criticas, y poder tener un resultado que determine los cambios, para luego proponerlos mediante el ciclo PDCA “plan-do-check.act” (planear, hacer, chequear y actuar), y así crear nuevos planes, implementarlos, chequearlos y a raíz de eso tomar decisiones e inmediatamente implementar el Balanced Scorecard (BSC), teniendo así un control periódico, incluso diario de todas estas actividades, mediante monitoreos constantes y como se dijo previamente, mediante indicadores que dicen si se está o no cumpliendo con lo propuesto, y si está o no alineado con la misión de la empresa. Al realizar todos estos cambios en una organización, el resultado es simple, una mejor gestión, planes y metas alineados con la misión de la empresa, control de procesos, control de los empleados, evaluaciones de actividades, y esto quiere decir, clientes satisfechos, mayor numero de consumidores, y como resultado final se obtiene una empresa más sólida, mejor administrada, con mayor participación en el mercado, y generando mayores ganancias que en el pasado.

For these reasons, it has been decided to develop a project in which you can without incurring many expenses, and using mainly the know-how and the intellect, to advise some of these companies, so that they change their mentality, that they focus on long and medium term results, and that can have a comprehensive control of 4 basic aspects in your company, which are: financial, human resources, processes and customers, because if we realize, these 4 concepts are born the entire management of a company. To achieve this aforementioned control, it has been decided to develop a Balanced Scorecard or integral scorecard The balanced scorecard (BSC) was created in 1992 by Norton and Kaplan, and basically is a management system that links all areas of an organization, with the fulfillment of strategic goals in the medium and long term, with daily operations within of a company or organization through economic or performance indicators, depending on the circumstances, to determine progress, setbacks, failures or standards, and thus be able to correct, change, eliminate or continue with the different activities of the different processes and with the different actors of it. VIII Another point to be addressed in this research project is that before applying the Balanced Scorecard to the company, an evaluation stage will be carried out beforehand, by means of a process survey in order to determine exactly where the company is located, find critical faults , and be able to have a result that determines the changes, to then propose them through the PDCA cycle "plan-do-check.act" (plan, do, check and act), and thus create new plans, implement them, check them and as a result of that make decisions and immediately implement the Balanced Scorecard (BSC), thus having a periodic, even daily control of all these activities, through constant monitoring and as previously stated, through indicators that say whether or not the proposal is being met, and is or is not aligned with the mission of the company. By making all these changes in an organization, the result is simple, better management, plans and goals aligned with the mission of the company, process control, employee control, activity evaluations, and this means, satisfied customers, greater number of consumers, and as a final result you get a more solid company, better managed, with greater participation in the market, and generating higher profits than in the past.
