Abstract: Several municipal entities in Quito, such as the Territorial Secretariat, seek to ensure urban development towards sustainability, becoming part of diverse initiatives like C40 (Cities Climate Leadership Group), which is integrated by cities looking to reduce carbon emissions into the atmosphere. These places intend to reawaken their development and economy but staying consistent with the environment without affecting society’s wellbeing. These cities generate actions implemented against contamination; among recognized actions is the eco-efficient construction. Quito began with a resolution in 2016 and finalized with an ordinance in 2019, through an Eco- efficiency Matrix that encourages construction companies that would apply for a rise in their authorized number of floors according to the PUOS (Occupation and Land Use Plan, for its Spanish acronym), which must hold a general environmental contribution and to the city’s specific issues. With the goal of interpreting that matrix and the influence of sample buildings designed with those quality standards, we searched for three type-buildings from a sample of eighteen that are already in execution, from three different building companies, in order to decrypt constants and variables at the city level. The suggested methodology comprises the requirements that the norm provides for constructions to meet proper strategies and obtain their approval and therefore, the authorization for a rise in the number of floors. Considering previous technical characteristics and parameters divided into: WATER, ENERGY and CONTRIBUTIONS, as well as an extra of occupation density. Each parameter has its own method of calculation and minimum requirements or obligations to be considered accepted. The most important results are that in the area of WATER, being it the most expensive one for any construction company, the percentage of compliance tends to be very irregular even in the same company among different buildings. In the area of ENERGY, it is noted that the most discussed parameter is the parking space, as the matrix seeks to decrease the use of vehicles but due to the cultural habits it is complex to impose the user such action; the sales of apartments diminish when there are no parking lots available. On the other hand, in the area of CONTRIBUTIONS, these parameters are constant regardless of the construction company or project, due to the economic investment required and to the fact that some of these parameters are tied up to national standards. Finally, the occupational density maintains the same percentage due to the amount of users occupancy in the buildings
Description: Varias entidades municipales en Quito, como la Secretaría de Territorio, buscan que la ciudad tenga un desarrollo urbano hacia la sostenibilidad, siendo parte de diversas iniciativas como C40 (Grupo de Liderazgo Climático), que está formado por ciudades que buscan disminuir las emisiones de carbono en la atmósfera. Son lugares que intentan avivar su desarrollo y economía, pero estando siempre consecuentes con el ambiente y sin afectar el bienestar de la sociedad. Generando que estás ciudades implementen acciones contra la contaminación y entre esas acciones reconocidas son las construcciones ecoeficientes. Quito comienza con una resolución en el 2016 y termina con una ordenanza en el 2019, por medio de una Matriz de Ecoeficiencia que motiva a las constructoras que quieren ampliar su número de pisos según PUOS (Plan de Uso y Ocupación del Suelo), pero deben tener su aporte ambiental general y a los problemas específicos de la ciudad. Con el objetivo de interpretar dicha matriz y su influencia con edificios “muestra” diseñados con esos estándares en la ciudad, buscamos tres edificios tipo de una cantidad de dieciocho que ya se encuentran en ejecución, los mismos que pertenecen a tres constructoras distintas cada uno para descifrar las constantes y variables a nivel de área urbana. La metodología planteada es los requisitos que la resolución menciona para que las edificaciones cumplan con estrategias propias y así llegar a su aprobación y por ende, a su ampliación en pisos. Considerando características técnicas previas y parámetros divididos en área de AGUA, ENERGÍA y APORTES, también con un extra de densidad ocupacional. Cada parámetro consta con su forma de cálculo y mínimos u obligaciones para considerarlo admitido. Los resultados más importantes son que en el área de AGUA, por ser el más costoso para cualquier constructora, tiende a ser muy irregular en porcentaje de cumplimiento hasta en la misma constructora con diferentes edificios. En el área de ENERGÍA se puede notar que el parámetro más discutido es el de los parqueaderos, ya que, la matriz busca disminuir el uso del auto, pero debido a los hábitos de la ciudad es complejo imponer al usuario esta acción, entonces las ventas de los departamentos bajan cuando no se cuenta con espacios para parqueaderos. Por otro lado, el área de APORTES, son los parámetros que sin importar constructora o proyecto siempre mantienen constantes, debido a la inversión económica que requieren y a que algunos de estos son normas nacionales. Y por último, densidad habitacional que siempre se cumple con el mismo porcentaje debido a la cantidad de ocupación de usuarios en los edificios.
