La organización del tratado de cooperación amazónica, importancia para la integración Sudamericana y perspectivas para el Ecuador

Abstract

La presente investigación recoge un análisis exhaustivo de lo que constituye el Tratado de Cooperación Amazónica, instrumento multilateral suscrito por (Bolivia, Brasil, Colombia, Ecuador, Guyana, Perú, Suriname y Venezuela), concebido para apoyar al proceso de desarrollo de la Cuenca Amazónica, por medio del cual sus miembros realizan esfuerzos conjuntos por cristalizar la cooperación horizontal encaminada a lograr un equilibrio económico con el resto de regiones, sin afectar al gran ecosistema que representa para las futuras generaciones esta región, pero proyectando hacia la comunidad internacional el valor que impone su biodiversidad más allá de sus fronteras en el proceso de regulación ambiental del planeta, especialmente ante la agresiva contaminación que hemos sufrido por la industrialización de los países denominados del primer mundo, y por consiguiente, la corresponsabilidad que debería asumirse por esos países para contribuir en su desarrollo. Asimismo, realizaré una evaluación de las posibilidades que se presentaran para el país en su calidad de miembro del Tratado de Cooperación Amazónica y como parte integrante de la Región Amazónica, especialmente con la entrada en vigor del Protocolo de Enmienda a dicho Tratado, por medio del cual se refleja el respaldo que los Países Parte han configurado para el fortalecimiento de este instrumento integrador de cooperación y que se traduce en la creación de la Organización del Tratado de Cooperación Amazónica y su Secretaría Permanente en la ciudad de Brasilia. En esta perspectiva, reviste de trascendental importancia aportar con un estudio detallado de lo que constituye la OTCA y las oportunidades que para el Ecuador y la región se proyectan con esta nueva Organización, considerando su influencia en el proceso de integración de Sudamérica impulsado en los últimos años por los Presidentes de los países que conforman este gran territorio, del cual forma parte la Cuenca Amazónica.

The present investigation contains an exhaustive analysis of what constitutes the Treaty of Amazon Cooperation, a multilateral instrument signed by (Bolivia, Brazil, Colombia, Ecuador, Guyana, Peru, Suriname and Venezuela), conceived to support the process of development of the Amazon Basin, through which its members make efforts sets to crystallize the horizontal cooperation aimed at achieving a balance with the rest of the regions, without affecting the large ecosystem that it represents for the future generations this region, but projecting to the international community the value that imposes its biodiversity beyond its borders in the regulatory process of the planet, especially in the face of the aggressive contamination that we have suffered the industrialization of the so-called First World countries, and consequently, the responsibility that should be assumed by these countries to contribute to their development. Also, I will conduct an evaluation of the possibilities that will be presented for the country in his membership of the Amazon Cooperation Treaty and as an integral part of the Amazon Region, especially with the entry into force of the Protocol of Amendment to Treaty, which reflects the support that the countries have configured for the strengthening of this integrating instrument of cooperation and that translates into the creation of the Amazon Cooperation Treaty Organization and its Permanent Secretariat in the city of Brasilia. In this perspective, it is of transcendental importance to contribute with a detailed study of what constitutes ACTO and the opportunities that for Ecuador and the region project with this new Organization, considering its influence on the process of integration of South America promoted in recent years by the Presidents of the countries that make up this great territory, of which the Amazon Basin forms a part.
